Jet Infosystems introduces network traffic management system for Yota

Moscow. Yota and Jet Infosystems have introduced a dynamic traffic management system based on DPI [1] Procera and Jet Subscriber Manager (JSM [2]). The system analyzes traffic content to optimize bandwidth distribution among services and improve customer experience.

Yota is the leading mobile LTE network operator in Russia. With an ever-increasing number of subscribers, the company was facing fast growth in traffic. Yota decided to pre-empt network congestion by optimizing traffic. A call for tenders to install a DPI-based system was won by Jet Infosystems.

A pilot DPI Procera system was installed in St. Petersburg to analyze network traffic structure in terms of various services, particularly interactive ones.

In order to manage service priorities and control network congestion the system was integrated with Yota’s PCRF [3]. While DPI inspects content for services only, the PCRF always has current information on network status due to its direct connection to the LTE network and the base station subsystem. JSM software was used as an interface for this integration.

JSM (Jet Subscriber Manager) enacts various scenarios of DPI-based dynamic traffic management. JSM is on the list of Jet Infosystems proprietary traffic management solutions for telecom operators.

A joint project team has developed and set up a network management model based on over a thousand rules. The main principle was that interactive services should have a priority access to bandwidth, while other services should remain stable.

At the final stage a mechanism was implemented to manage base stations in an overload situation. If the load reaches their full capacity, PCRF orders the DPI system to use supplementary traffic prioritization instruments. Note that the traffic management system features real-time adaptation to changing circumstances (the number of users, signal weakening in bad weather, noise or interference from neighboring stations or buildings, etc.) to improve the quality of service.

The solution was reproduced in Moscow, Sochi, Samara, Krasnodar, Vladivostok and Novosibirsk. Region-specific prioritization models were based on local statistics and bandwidth consumption patterns. Since work in different locations was going simultaneously, the project took just 8 months to complete.

[1] DPI (Deep Packet Inspection) is a technology of collecting statistics, examining and filtering network packets by their content. It is used to manage bandwidth, change priorities and transmission speed of various types of traffic at the level of applications and protocols.

[2] JSM (Jet Subscriber Manager) – superior solution that allows operators to establish user-specific traffic management policies that solve all three fundamental business challenges: revenue generation, cost reduction, customer loyalty and churn control.

[3] PCRF (Policy and Charging Rules Function) – a component of LTE cellular networks that deals with charging for telecom services and determines connection quality for specific subscribers in accordance with their personal profiles.
